Students with unpaid school fees can now take exams according to this bill

House Bill 1160 was filed by Kabataan Partylist under Rep. Raoul Manuel

The bill covers private schools because public schools and colleges are under the jurisdiction of the government.

Kabataan partylist’s original bill which aimed to penalize the “no permit, no exam” policy because of unpaid tuition has just now been approved by The House Committee on Higher and Technical Education on Monday.

Kabataan Representative Raoul Manuel ensured that his bill would help Filipino youth affected by the economic crisis to continue their studies.

“Kapag naghahabol makabayad sa kanilang school fees, kaysa makapag-focus sa kung paano sila makakapag-handa, makakapag-aral ay pwede maapektuhan both mentally and economically ang estudyante.”

Committee chairman Mark Go from Baguio city supported the bill. “Ang personal understanding ko rito dapat talaga we allow students to take their exams even if they have not fully paid their tuition.” 

Some private schools naturally tried to insist on their rights to instate such policies like the “no permit, no exam”  because their operations rely highly on the fees paid by the students.

The Executive of the Association of Local Colleges, Raymundo Arcega said, “Private institutions must also be allowed to require permits and clearances.”

Arcega also pointed out that private schools do not have anywhere else to get the teachers’ salaries.

However, Go countered by saying there are other more positive ways they can guarantee the students would still be paying their fees without preventing them from taking their exams.

Batangas Representative Maria Theresa Collantes chimed in, adding that as a private school owner herself, she also experiences that problem.

According to Collantes, instead of preventing students from taking their exams, the schools will hold onto the student credentials until the fees are settled.

To compromise with the valid concerns and points, Go made the offer to address the inputs while crafting the bill before its submission to the entire House.

The bill was approved with amendments to be made.
