DOH’s Ted Herbosa is apologizing for past problematic statements
On June 5, President Ferdinand Marcos Jr. appointed Ted Herbosa as the new Secretary of the Department of Health.
This move, however, saw backlash from some members of the public as the new DOH chief has had quite a problematic track record on social media.
Since his appointment, Herbosa began to apologize for his old remarks. “I apologize for the things I have said before!” he wrote on June 8.
Thank you for your support! And I apologize for things I have said before! Thank you. We are all FILiPiNOS! DOH will need all your support to really succeed in building a healthy Philippines. Maybe we should all start healing because I know you all love our country!

While he didn’t specify which statements he’s apologizing for, some netizens started digging up some of the new DOH Secretary’s problematic words. Let’s look back at some of them.
The rape joke
In 2020, the former COVID-19 task force adviser made shared a screenshot of a rape joke—which are never funny—on Facebook and captioned it with “Laughter is the best medicine!”
The University of the Philippines Office of Faculty Regent, Student Regent, and Staff Regent, which Herbosa was a former executive vice president of, later issued a statement condemning his post. He later apologized for the joke and agreed to undergo gender sensitivity seminars.
Sharing fake Covid graphics
The former national task force adviser also got in hot water in 2020 for sharing a graphic claiming “covid only in nose” could be solved in half a day by inhaling steam and “covid in throat” takes a day of recovery by gargling warm water or taking antibiotics. DOH since debunked this.
“Death by community pantry”
In April 2021, the new DOH Secretary wrote a tweet that read “Death by community pantry,” after a 67-year-old man died while lining up for aid at Angel Locsin’s community pantry in Quezon City.

Again, he apologized for his words and said he supported community pantries as acts of kindness.
Exempting protestors
As he greeted healthcare workers a National Heroes Day in 2021, Herbosa said the appreciation post was for all “except yung mga nag protest.” On that holiday in 2021, health workers took to the streets to call for action over their unreleased COVID-19 benefits.
