Hire ID makers from Recto? The internet reacts over LTO’s paper-based drivers licenses

First, Filipinos got a paper-based National ID. Now a printed-on-paper driver’s license?

On April 20, the Land Transportation Office (LTO) announced that it would start issuing temporary driver’s licenses printed on a piece of paper due to a shortage of plastic cards.

“Ang forecast ng LTO is completely mauubos iyong inventory on hand ng mga office by the last week of April,” LTO chief Jay Art Tugade said during a press conference. “We will be using paper for the temporary driver’s license. We will be printing the official receipt of the driver’s license and on the official receipt, there will be a unique QR code… That is one way for the law enforcers to validate whether or not the receipt is legitimate.”

Tugade added that the agency’s inventory of cards was already hitting a “critical level” last November 2022. Then as it procured an additional supply in January, the Department of Transportation (DOTr) instructed that “all procurement involving P50 million and above should be conducted by the DOTr Central Office.”

Since the news broke, people online have given their two cents about the new look of the driver’s license as well as LTO’s way of coping with the shortage.

Other users on Reddit were also making memes about how the LTO could tap ID makers from Recto to make their official driver’s license.

Those getting a driver’s license have to shell out P585 for the license fee and P100 for the application fee.

This isn’t the first time the LTO encountered a similar problem as in 2015 it also had a shortage of plastic cards for its issued IDs.
